Incident Description: On January 23rd, a foamy substance was discovered on the Coal River in West Virginia near Madison. In response, water intake for the city of St. Albans and the Lincoln Public Service District was shut down. Following a series of tests by the WV DEP, the foamy matter tested negative for soap and other hazardous chemicals. Additionally, DEP inspectors conducted searches along the river and found no evidence of any leaks or spills. The testing results indicated that the material was likely a natural byproduct of plant decay or other organic material. Water systems were reopened to the public on the 24th.
